Synergetic approach for sustainable public service personnel management during Covid-19

The paper explores the application of a synergetic approach in managing public service personnel developing country, utilizing methods such as six thinking hats, Delphi, analysis and synthesis, deductive, Stanford model design thinking. It analyses sustainable development indicators, changes management within government bodies, highlights HDI 0.779, Corruption Perceptions Index 32, Income Inequality 25.36%, Gender Equality ranging from 0.677 to 0.714 2021. findings suggest measures activate principles, including enhancing critical creative thinking, emotional intelligence, IQ, stress resistance, knowledge among managers, well emphasizing intelligence IQ organizational personnel. Steps for HR Ukrainian are proposed, adaptation, motivation improvement, exit interviews, corporate culture development, competitive wages, remote HRMIS technology utilization.
